If my bf took a paternity test for a child and the test came out to be 80% match is it his?shud he Test again?

My boyfriend got a women pregnant a year before he met me. He didn't know she was pregnant until the baby was born (12/05). he took a dna test January, 2006 and did not receive the results until the summer of 2007.The State of Connecticut took long to contact him because the women never went to take the dna test until the State threatened to take her welfare money away. Should he retest through a private company since its only an 80% percent match and because he went through the state department of social services dna test? Should he retest also because they held his saliva for more than a year and a half with out testing it and because they didn't put a Yes he is the father or No he is not the father answer on the paper? They also shipped it from Connecticut to south Carolina idk if that helps... my boyfriend is sure she was sleeping with other men at the time(she is known for that). We don't want to accept this child into our family/life until we know for sure...Can anyone help us??? THANK YOU
