Detroit is planning to shrink itself as are Flint, MI, and Youngstown, Ohio?

Sorry but not a damn thing is happening in Flint or Detroit at this time - talk is cheap and easy - doing something it the hard part. I can't say about Youngstown but I'll put 2 grand on they aren't doing anything more than taking as well.
